Recently, Delaware Governor Jack Markell announced that comprehensive recycling is taking off in his state.  This announcement occurred just as the temporary 4-cent recycling fee imposed in 2010 at the retail level on some beverage containers came to an end.  The fee, while unpopular with some retailers, provided a bridge to a new era in comprehensive recycling from the days of an antiquated bottle bill system that did not address all recyclables.
